Japanese circket started late 80's.  Most of players were non-japanese, only some people was interested in this sport.  When some people graduated from thier university, they had only one club team to play cricket. They decied to make another club team which has 100% native japanese players.

FECC aims to become a best team in Japan and also try to help that Japanese cricket is getting popular.
